Buying or selling in Colorado Springs
A buyer’s guide to Colorado Springs: El Paso County records, regional building permits, utilities and metro districts, schools, roads and wildfire slopes.
Colorado Springs is in El Paso County, founded in 1871 by General William Jackson Palmer. Several of the offices a buyer deals with work differently here than on the Denver side: one utility provides water, wastewater, electricity and natural gas inside the city, building permits come from a regional department shared with the county, and newer development is commonly inside a metropolitan district.
El Paso County records, regional permits
Property in Colorado Springs is valued by the El Paso County Assessor, taxed through the El Paso County Treasurer and recorded with the El Paso County Clerk and Recorder.
Building permits are issued by the Pikes Peak Regional Building Department, which serves the cities of Colorado Springs, Fountain and Manitou Springs, several nearby towns and unincorporated El Paso County. Zoning is the city's: all property within the city limits is zoned, and the city's land use review staff administer it. Parts of the city sit under a historic preservation overlay, including the Old North End Historic District, which has its own design standards for exterior changes.
Utilities and metro districts
Colorado Springs Utilities delivers water, electricity and natural gas to city residents and to some customers outside the city limits, and it also runs the wastewater system. Outside the city, check who the provider is rather than assuming. The Colorado Springs homes for sale page covers districts and wells, and the well permit guide explains what a well permit allows.
Metropolitan districts are common in newer development. The city says all of Banning Lewis Ranch, annexed in 1988, and many major developments approved within the last decade are in metropolitan districts, and that the county assessor's parcel search shows any district mill levy on a property along with the district's contact details. The guide to metro districts explains what to read next.
Schools, roads and transit
Several school districts serve addresses in the city, including Colorado Springs School District 11, Academy District 20 and District 49, which covers northeast Colorado Springs and the Falcon area. Academy District 20 publishes an address boundary lookup, and each district confirms its own boundaries. Here is how to check which school district an address is in.
Mountain Metropolitan Transit runs the city's bus service. By road, I-25 is the north-south corridor to Denver and Pueblo, US 24 is a regional corridor through the area, and Powers Boulevard (State Highway 21) serves the east side of the city.
Wildfire, slopes and what to check
The city has adopted wildland-urban interface requirements that call for wildfire mitigation in new construction inside its defined WUI area. For an existing house, find out whether it falls inside that area and get an insurance quote early, because wildfire exposure can change what a house costs to insure.
The Colorado Geological Survey maps known landslides across El Paso County, and its map portal is worth checking for a house on or below a slope, along with a structural or geotechnical opinion if the inspection points that way. Radon testing is routine on the Front Range, and the radon guide explains how it fits a contract deadline.
