Buying or selling in Castle Rock

A buyer’s guide to Castle Rock: town and county offices, the town water utility and its long plan, metro district taxes, schools, commuting and wildfire.

Castle Rock is a home rule town and the seat of Douglas County, founded in 1874, with a historic downtown just east of I-25. Two things set it apart for a buyer: the town runs its own water utility, which still draws most of its supply from deep groundwater, and it is not part of RTD.

County seat, town offices

The county's headquarters are in town, and Douglas County holds the property records: the assessor values the property, the treasurer collects the tax, and the clerk and recorder holds the deed. The treasurer's public tax search shows the account for an address.

Permits are the town's. Building permit applications are submitted and approved online through the town's eTRAKiT portal, and the town notes that most projects need a planning process before building permits can be issued. Downtown, the Historic Preservation Board, created in 1995, reviews new building and alterations to existing structures in the historic area east of I-25, west of Gilbert Street, south of Wolfensberger Road and generally north of South Street.

Water: a town utility with a long plan

Castle Rock Water is the town's own utility, funded by rates and fees rather than the general fund. The town says it gets a majority of its water from deep groundwater aquifers that take generations to recharge, and Castle Rock Water plans to use fully renewable sources by 2065. Part of that is imported water through the WISE partnership, which the town began receiving in April 2018.

For a buyer the practical point is that water is a live policy question here. Read Castle Rock Water's pages for what currently applies before you plan new landscaping, and ask what applies to the specific property.

Metro districts and the tax bill

Several Castle Rock neighborhoods have metropolitan districts, created to fund infrastructure through a separate mill levy on top of the regular property tax. The town says plainly that metro districts and their mill levies vary widely across Castle Rock, and that budget questions go to the district itself.

So look up the specific parcel rather than a neighbor's. The treasurer's record shows what each taxing entity charged, and the guide to metro districts explains how to find a district's service plan and what it is allowed to levy.

Schools, commuting and wildfire

Douglas County School District, which is headquartered in Castle Rock, serves the town through the Castle View and Douglas County high school feeder systems. The district's school locator shows the neighborhood school for an address. Here is how to check which school district an address is in.

Castle Rock residents voted out of RTD and its sales tax in 2005, so there is no RTD service in town, and commuting north is by I-25 unless you drive to a station elsewhere.

The town publishes an interactive Wildfire Hazard Zone Map based on its 2022 Community Wildfire Protection Plan. Check the property on it and get an insurance quote early, because wildfire exposure can change what a house costs to insure. The Douglas County land page covers the questions for acreage outside the town.
