Homes for sale in Highlands Ranch
Highlands Ranch is not a city. It is a large master-planned community in unincorporated Douglas County, and the services a city would normally provide are split between the county, a metropolitan district, a water and sanitation district and a community association. Knowing which one handles what saves a good deal of confusion, before you buy and after.
Who does what in Highlands Ranch
Douglas County is the local government. Land use and building permits go through the county, with some development approvals from the metro district, and law enforcement is the Douglas County Sheriff’s Office.
The Highlands Ranch Metropolitan District provides services a city would ordinarily run, including parks, trails and open space. Water and sewer come from Highlands Ranch Water (formerly Centennial Water and Sanitation District). Both are separate local governments, and the metro district’s levy appears on the property tax bill alongside the county and the school district.
The Highlands Ranch Community Association is different again. It is the master homeowners association for most of Highlands Ranch: for most homes membership comes with the property, and it runs the recreation centers and enforces the community’s covenants. A few communities have a different arrangement, including limited recreation center access, so confirm with the association for a specific address. Its assessment is billed separately from property tax.
Covenants, design review and the second association
Homes in Highlands Ranch are subject to recorded covenants, and exterior changes such as fences, additions and landscaping can need approval before the work is done. Read the rules before you plan any of that, not after.
Some neighborhoods also have a sub-association with its own dues and its own rules, for example where an association maintains front yards or a shared amenity. A listing may mention only one of the two. Ask for the documents of every association that applies.
The recorded covenants appear in the title commitment, and the Colorado contract gives you a deadline to object to them. That is the point at which reading them is cheap.
The tax bill, and the roads
Because services are split across several entities, a Highlands Ranch tax bill carries more than one levy. The Douglas County treasurer’s parcel record lists every taxing entity for an address and what each charged last year. Look at the specific property rather than a neighbor’s. The guide to metro districts explains how to read it.
C-470 runs along the north side of the community, with I-25 to the east and Santa Fe Drive to the west. There is no light rail station inside Highlands Ranch; the nearest are on the lines through Littleton and Lone Tree. Drive the commute you would actually make, at the hour you would make it, before deciding two locations are equivalent.

Common questions
Is Highlands Ranch a city?
No. Highlands Ranch is an unincorporated community in Douglas County. The county handles land use and permits, and the Douglas County Sheriff’s Office provides law enforcement. The Highlands Ranch Metropolitan District provides parks, trails and open space among other services, Highlands Ranch Water provides water and sewer, and the Highlands Ranch Community Association runs the recreation centers and enforces the covenants.
Is the Highlands Ranch Community Association optional?
For most homes, no. Membership and its assessment come with the property across most of Highlands Ranch, billed separately from property tax, but a few communities have a different arrangement, including limited recreation center access. Confirm with the association for the specific address. Some neighborhoods also have a second, smaller association with its own dues and rules. Ask for the documents of every association that applies to the address.
Which school district serves Highlands Ranch?
Highlands Ranch is in Douglas County School District. Which schools a specific address is assigned to is set by the district and can change, so confirm it with the district’s own address lookup rather than a listing’s school fields.
What is the metro district line on a Highlands Ranch tax bill?
It is the Highlands Ranch Metropolitan District’s property tax levy, one of several entities on the bill along with the county and the school district. The Douglas County treasurer’s parcel record shows every entity and what each charged last year for that specific property.
