El Paso County
Homes for sale in Monument
Monument sits at the north end of El Paso County, close enough to the Denver corridor that a meaningful share of the town commutes it. That drive, and whether a property is on a public supply or a well, are the two questions that decide most purchases here.
The I-25 question, honestly
Monument, Palmer Lake and the north end of the county are bought in part by people working somewhere along the Denver corridor, and the drive is the thing that decides whether the arrangement lasts.
Drive it at the hour you would actually drive it, in the season you would actually drive it. The Monument hill in February is not the same road as the Monument hill in June, and a commute that is pleasant in daylight is a different proposition in the dark with weather.
The road itself changed in 2022. CDOT finished the I-25 South Gap, the 18 miles from south of Castle Rock to Monument, in November of that year, adding an Express Lane in each direction beside the two free lanes. If you plan to rely on the toll lane, price it into the commute.
It is worth saying plainly because it is knowable in advance and almost nobody checks it before they are committed.
Four water providers within a few miles
The Town of Monument runs its own water department, drawing on wells in three Denver Basin aquifers. Triview Metropolitan District provides water, wastewater and stormwater service, road maintenance and parks to its residents from its own Denver Basin wells, while planning, zoning and police stay with the Town.
Outside the town, Woodmoor Water and Sanitation District serves the unincorporated area east of I-25 between County Line Road and Higby Road, and has billed a Renewable Water Investment Fee every month since January 2012 to buy water rights for the future. Donala Water and Sanitation District serves Gleneagle, The Ridge at Fox Run and Struthers Ranch from the Denver Basin, and says plainly that it is looking for a renewable source to augment and eventually replace it.
Each has its own rates, fees and long-term supply. Ask which one serves the address and read its current rate schedule before you offer. The El Paso County acreage guide covers the county-wide picture.
Town or county, and who issues what
Monument is a home rule town. Inside it, zoning is the Town’s and is on its interactive zoning map, while mechanical, electrical, plumbing and roofing permits go through the Pikes Peak Regional Building Department, which also holds a property’s permit history. Woodmoor and Gleneagle are unincorporated El Paso County, so zoning there sits with the county instead.
North and east of town the picture changes again. The county’s Water Master Plan expects growth along Highway 83 to be low density and on individual wells and septic, because no central water or sewer system reaches it. A property out there is a different purchase from one in town, even with the same Monument address.
Schools and fire protection
Lewis-Palmer School District 38 serves the Tri-Lakes communities of Monument, Palmer Lake and Woodmoor, and some areas of Colorado Springs. Confirm the schools for a particular address with the district rather than the listing.
Fire protection comes from Monument Fire District, formed from the Tri-Lakes Monument and Donald Wescott fire protection districts, which completed their formal merger in 2025. Note which district covers a parcel when you ask for an insurance quote.

Common questions
Who supplies water in Monument, Colorado?
It depends on the address. The Town of Monument and Triview Metropolitan District each run their own Denver Basin wells. Outside the town, Woodmoor Water and Sanitation District and Donala Water and Sanitation District serve their own areas, and further out many properties are on individual wells and septic.
Is Woodmoor part of the Town of Monument?
No. Woodmoor and Gleneagle are unincorporated El Paso County, so zoning there is the county’s rather than the Town’s. Building permits go through the Pikes Peak Regional Building Department either way.
What changed on I-25 between Monument and Castle Rock?
CDOT completed the I-25 South Gap project in November 2022. The 18 miles from south of Castle Rock to Monument now have an Express Lane in each direction, tolled except for carpools of three or more and motorcycles, beside two free general-purpose lanes.
